As Europe's financial markets plummet, causing rampant unemployment in industrialized countries and famine throughout the Third World, a surge of economic refugees provokes a bloody reaction by Western European nationalist extremists. In the new world, France and Germany unite on one side, and America and Britain link up with the new Eastern European democracies on the other to deter the rise of a new tyranny.
